The effect is named after Michael Orton who first used the technique of taking two photos,
one focused and the other not and combine them into one.
Orton took a sharp image with the exposure of two stops further out of focus image with the exposure of one stop and folded them.
Nowadays the era of digital photography it can be restored by using one image or just do what Orton did to connect photo editing software.
In order to createthe Orton effect follow the steps:
Choose a picture that you shot, I picked this one:

Open the picture in Photoshop.
Duplicate the layer (right click and create another layer),
Change the layer to screen and then and merge down.
Now duplicate the layer again, then choose from filters menu: Gaussian blur.
The image need to be blurred but you still need to see its outline.
Change the way of integration into multiply and merge down.
Here you have the end result:

Naturally you are able to play around with values until you find the appropriate value that you wish and save.
